What is a Long-Term Care District?
• Long-Term Care Districts (LTCD) are authorized in Section 46.2895, Wisconsin Statutes.
• A LTCD is a local unit of government that is created by counties, tribes or bands, but which is separate and distinct from the counties, tribes or bands that created it.
• A LTCD can operate a managed care organization (MCO) or an Aging and Disabilities Resource Center (ADRC), but not both.
• Powers and duties of LTCDs are spelled out in the statute.
How was the Long-Term Care District statute developed?
• The statute was developed as part of the 2007-09 Biennial Budget process, with considerable participation and input from the Wisconsin Counties Association, AFSCME, the Wisconsin County Human Services Association, and Family Care planning consortiums.
How is the LTCD governed?
• The LTCD is governed by a board. At least 25% of the Board must be representative of the client groups who the LTCD will be serving (or those clients’ family members, guardians, or other advocates.)
• For the Northwest LTCD, the board will consist of 18 people:
• County appointees. One county appointee for each participating county (11 members).
• Consumer appointees. Five Family Care service consumers, or their family representatives or advocates (5 members)
• At-large appointees. Two members with knowledge of the population being served, with preference given to persons with business/financial experience in a managed care enterprise (2 members).
How will the consumer members be appointed?
• Initial appointments of consumer members will be made jointly by the eleven counties. The Board will make subsequent appointments or reappointments, in accordance with its by-laws.
What are the major responsibilities of the LTCD Board?
• The LTCD Board contracts with DHFS to provide Family Care services.
• The LTCD board has ultimate responsibility for assuring the fiscal integrity and quality of MCO services.
• The LTCD board appoints the Chief Executive Officer (CEO) of the MCO, who reports to the LTCD. Appointment and oversight of the CEO is a key responsibility of the LTCD board. (The CEO, in turn, appoints and supervises the MCO staff.)
• The LTCD board develops policy for the MCO, including policy about what types of issues the Board must decide and what types of issues are delegated to the CEO.
